My replies to PMs appear to get stuck in the outbox and not get sent

They don't get stuck. They are placed in your outbox until the person you sent the message to reads it. You can edit or delete your messages if they are still in your outbox. If they are sitting in your outbox, it simply means the other person has not opened it yet.
